Observers not allowed to really observe vote count
The head of the precinct No.49 election commission of Pinsk town strictly prohibited the observer Dzmitry Shulpin to stay near the tables with ballot papers closer than 10 metres. The figures of the separate vote count of early voting at the precinct weren’t announced, as well as the results of home voting and main day voting. The commission head also refused to sign the copy of the minutes left to observers.
After the vote count, the observer was detained by the militia and sent to the militia station. There, the observer had to give explanations for one hour and a half concerning a case on the theft of electromagnets of which he knew nothing.
A similar attitude was experienced by the observers of Salihorsk town precinct No.15 where a school headmaster Uladzimir Kashtalan was the commission head. The observer Viktar Malosha wasn’t allowed to stay near the tables where the ballot papers were counted closer than 10 metres. He also wasn’t allowed neither to inspect the ballot box before it was opened nor to ascertain the seal’s integrity. A separate count of ballot papers wasn’t performed at this precinct. The commission head only voiced the final result of voting. The observer is preparing the complaints to be sent to the Central Election Commission and to the Prosecutor’s Office against the actions of the commission that didn’t ensure the transparency of vote count.
The vote count wasn’t seen by the observers of Barysau election precinct No.65, Mahilou election precinct No.152, Pinsk election precinct No.43, and several others.
