A monument suffering from a construction site’s influence

In his address, the head of the Monuments Protection Society Anton Astapovich informs that, beginning with 2008, Traypl corporation performs the construction and installation of the “Residential system with the built-in administrative and trade premises, and with parking garage at Starazhouskaya str. in Minsk” located at the territory of the historical and cultural valuable site named the “Quarter adjacent to the Trinity District: buildings and structures, historical design structures, landscape, and cultural layer of Minsk (19th century and 1953)” (the Quarter being limited by Arkhitectara Zaborskaha, M. Bahdanovicha, and Starazhouskaya streets).

The destruction of the adjacent historical and cultural valuable object – the late 19th century building at Arkhitectara Zaborskaha str. 3 – that is included in the State List of Historical and Cultural Valuable Objects under the code 713H000284 began during the construction operations. Numerous cracks appeared on the building’s walls that are gradually growing in size – both in width and in length.

Astapovich thinks that Traypl’s activity on the erection of the new building deteriorated the technical condition of the historical and cultural valuable object which violates sub-paragraphs 1 and 3 of Article 28 of the Law On Protection of Historical and Cultural Heritage of the Republic of Belarus.

Therefore, the Belarusian Voluntary Historical and Cultural Monuments Protection Society appeals to the Minsk City Executive Committee asking to execute a minutes of the administrative offence, and to initiate the case against Traypl on the administrative offence based on Article 19.4 of the Administrative Code.

Simultaneously, the Monuments Protection Society head solicits for a set of measures in order to improve the technical condition of the historical and cultural valuable object – the late 19th century building at Arkhitectara Zaborskaha str. 3 included in the State List of Historical and Cultural Valuable Objects under the code 713H000284 – at the expense of Traypl as an enterprise guilty of damaging the said architecture monument.
