Voting on the ballot day − an MFF candidate wins
Zmitsier Babitski was supported by 41.1% of voters on April 25, while his main competitor received 33.6%.
According to the official total results, however, the pro-governmental candidate outran the candidate of the Movement for Freedom (the MFF) by 5%. Babitski appeals against the results of the election in his constituency to the Prosecutor’s Office.
Babitski points out the following reasons of rejecting the results of the election at the Barysau district constituency No.15:
1. Neither the observers nor the candidate for deputy himself were allowed to get close to the table at which the vote count was performed at the precinct No.13. The marks in the ballot papers couldn’t be discerned from the place allocated for us.
2. The official rate of attendance at the precinct No.13 exceeds the data of the observer of the United Civil Party M.I. Statkievich by 80 people. It was at this precinct that, allegedly, I lost 2 votes to the candidate Mr. Shmakau at the ballot day, while my victory at the precincts No.16 and No.17 on the ballot day was decisive. The attendance data of the precinct commissions and of the observers coincided at the precincts No.16 and No.17.
3. The difference in the results of the early voting and of the ballot day voting is so great (see Appendix 1) that this allows me to question the honesty of persons who had the access to the early voting boxes.
4. During the entire ballot day, the head of the precinct commission No.13 Mr. Miroshnikau demonstrated his ignorance of the Election Code of the Republic of Belarus, and his willful unwillingness to comply with its standards – in particular, with Articles 13 and 55 which was reflected in the corresponding appeal of my authorized representative S.A. Salash to the Barysau District Election Commission filed at 7:40 p.m. on April 25, 2010.
5. The members of the precincts No.13 and No.16 showed their negative attitude towards me in private talks with my authorized representatives, and, therefore, the commissions that included these members couldn’t be considered unprejudiced and neutral.
6. The head and the secretary of the Barysau District Election Commission Zielankievich and Stasava demonstrated a prejudiced attitude towards me during the pre-election period which manifested itself in their willful attempts to damage my reputation in the eyes of voters: censoring my autobiography, non-inclusion of my incomes, etc., as well as ignoring my appeals registered in the incoming documentation journal.
Babitski demands holding re-election to the Barysau District Deputies’ Council at the Barysau District Election Commission No.15, as well as performing a comprehensive investigation of the actions of the members of the election commissions No.13, No.16, and No.17 who could have been involved in ballot rigging.
