Circulation of Belarusian bureaucracy
The Movement for Freedom (the MFF) member Siarhiey Trafimchyk has demanded installing water meters in the family boarding houses for five months already.
Having visited every local institution, the activist sent his last appeal on this issue to the Ministry of Housing and Utilities Services. The other day, he received the answer from the Ministry informing that his appeal was transferred for consideration to... the first-level institution − namely, to the local Housing and Utilities Service (HUS).
The three boarding houses are on the HUS balance. They are located close to each other. Young families live there mostly. The residents have to pay for 250 litres of water per day for one person (of which 125 litres is hot water). However – in accordance with relative calculations – a family of 4 uses 30-31 cubic metres of water per month (of which 15-15.5 is hot water). The monthly payment reaches Br60 thousand (around €15).
Previously, a collective appeal was sent to the local HUS. After that, Siarhiei Trafimchyk – who is now delegated to the Biarozauka Town Council and to the Lida District Council – addressed to the Town Executive Committee, to the District HUS, to the Town Executive Committee head, wrote to the HUS Province Administration; and now he appealed to the Ministry of HUS. The officials explained their failure to act in solving this problem either by economic inexpediency or by technical impossibility.
“The officials seem to simply ping-pong the residents’ letters to each other, ignoring the existing problem. Personally, I consider such attitude of the responsible persons to be unacceptable. 2/3 of the cost of utility services is known to be compensated by the state budget – it turns out that many government money “flushes down the sewer”? I wonder if this gives the opportunity to the officials to charge the residents of boarding houses with unscheduled expenses for water supply, such as leakages, lines breakdowns, etc.”, Trafimchyk, the MFF activist and the candidate for deputy, reasons.
