Old Minsk turning into dummy?
Anton Astapovich, the Movement for Freedom (the MFF) activist and the head of the History And Culture Monuments Protection Society, beats the alarm because of the constant practice of destruction and alteration of historic monuments.
According to Astapovich, the joint “efforts” of TAPAS construction company and the state-owned Construction Company No.7 lead to destruction of the authentic monuments in the historic centre of Minsk. In the place of these monuments, “dummies” are constructed from new, modern materials, and in accordance with modern technologies.
The Monuments Protection Society head has to state that the purposeful erasing of the historic centre for the erection of new office buildings takes place along with the indifferent attitude of the Ministry of Culture.
Astapovich warns the future owners of office premises constructed at the place of the destroyed monuments: According to the UNESCO Recommendation On Protection of History and Culture Legacy on the National Level which is approved by Belarus and, thus, is compulsory for execution, the buildings –constructed within the borders of history and culture valuable objects – which damaged or ruined a monument are subject to forfeiture with further restoration of the lost historic landscape at the investor’s expense.
Astapovich sent the letter to the General Prosecutor’s Office demanding to hold liable the management of TAPAS and Construction Company No.7 for destruction of the building at the Revaliutsiynaya st. 17 (Part 2, Article 344 of the Criminal Code of the Republic of Belarus), and to punish the officials of the Minsk City Executive Committee and the State Construction Inspection.
