Brest activist Ask to Punish the City Executive Committee Officials for Irresponsibility

Dzianis Turcheniak, a Movement for Freedom (the MFF) activist, thinks that the Brest City Executive Committee’s runarounds and inactivity are the reason why the initiators of the unlawful construction operations at the territory of the Brest Fortress were not punished.


Turcheniak wrote a complaint to the Brest Region Prosecutor’s Office against the actions of Mr. Khafizau, deputy chair of the Brest City Executive Committee, asking to hold him administratively liable in accordance with Article 9.13 of the Administrative Offences Code for the violation of the law On the Citizens’ Appeals.


Turcheniak asked the Brest City Executive Committee to explain the legal basis behind the laying of cable at the territory of the Brest Fortress memorial system but received no clear answer. Meanwhile, information appeared that the Ministry of Culture didn’t give the permission for such operations. The Ministry of Culture ordered the Brest City Executive Committee to resolve this situation, find the guilty persons and punish them, and inform Turcheniak of the measures taken.


Turcheniak thinks Mr. Khafizau didn’t answer to the point of his question and refused to send another answer. As the result, the violation of the law On the Citizens’ Appeals was accompanied by the fact that the persons guilty of the violation of the law On the Protection of the Historic and Cultural Heritage of the Republic of Belarus escaped administrative responsibility.
